Who runs what in Saskatchewan

Saskatchewan has the most layered arrangement of any province, and the layers matter because they answer different questions. SLGA regulates. The site is operated by SIGA rather than by the regulator or by a provincial lottery corporation. And the platform underneath it belongs to BCLC, which also runs it for British Columbia and Manitoba.

So a complaint about the platform, a complaint about the operator and a complaint about the rules go to three different places. It also means the site you use in Saskatchewan is technically the same product players use in British Columbia and Manitoba — under different operators, different regulators and, in one case, a different legal age.

Who regulates it, and what kind of body that is

Oversight sits with Saskatchewan Liquor and Gaming Authority, a body whose remit is gaming rather than consumer services generally. It is not, however, a register of private operators: its job here is the provincially conducted product and the licensing of charitable and retail gaming, not the vetting of commercial casino sites.

Either way, the thing that does not exist in Saskatchewan is the thing that makes a ranking possible: a public list of private operators that a regulator has vetted and that anyone can check a brand name against.

Three bodies, and knowing which one to complain to

Because the platform, the operator and the regulator are three different organisations here, a problem has three possible owners and no obvious front door. A game fault belongs to the platform, an account or payout dispute to the operator, and a question about the rules to SLGA.

On an international site none of that structure exists at all — which sounds simpler until something goes wrong and there is no third party to escalate to. If you use one anyway, the checks below are what stands between an inconvenience and a loss.

• Verify before you deposit, not after. Identity and age checks are the biggest avoidable cause of a slow first payout.
• Match the names. The name on the receiving bank account has to match the name on the casino account, exactly.
• Use a rail that works both ways. Cards and mobile wallets deposit easily and pay back slowly or not at all.
